Apex Acquisition Group, LLC (AAG) focuses on ensuring that decision makers are provided with evidence-based data, innovative solutions, and strategic advice. Services provided include support in the award of various contract types including but not limited to Fixed Price, Cost-Reimbursement, Indefinite-Delivery, Time and Material, and Labor-Hour.
Shelby Buford, Jr.
Managing Member
Results-driven, integrity based Executive Level (GS-15) with over 33 years of Federal procurement experience including over 17 years of federal experience supervising and leading teams of contract specialist and contracting officers in pre-award and post award procurement activities under Federal and Departmental regulations, directives, and policies. Mr. Buford has direct experience in the following:
- Planning the overall procurement approach to meet contracting program objectives for procuring a wide variety of requirements to meet socio-small business goals and objectives.
- Performing market research/analysis to determine availability of requirements; analyzing market trends, commercial practices, conditions, and technological advances and determining the sources to be solicited.
- Determining the appropriate method of procurement using a wide range of contracting methods and contract types.
- Procuring a wide variety of services and commodities. Applying all statutory requirements including regulations, policies, procedures, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General Decisions, public law, case law, and precedents to all acquisitions.
At DHS, Mr. Buford was responsible for awarding and managing the Homeland Security Operational Analysis Center (HSOAC) and the Homeland Security Systems Engineering and Development Institute (HSSEDI) Federally Funding Research and Development Center (FFRDC) IDIQ contracts resulting in the awarding of over $1B in task orders. Mr. Buford was also responsible for the contractual activities under the DHS Small Business Innovation Research Program (SBIR).
Throughout his career he has been recognized on multiple occasions for his leadership and commitment to excellence in the field of procurement, including the winner of the DHS Small Business Advocate Award. He is a graduate of the DHS Executive Development Program for Acquisition Leaders – Cohort 2021 and the Digital IT Acquisition Professional (DITAP) Program – May 2024. He maintained an unlimited contracting officer’s warrant and was FAC-C Level III Certified.
Mr. Buford recently retired from federal service (2025) but looks forward to continuing his pursuit of excellence in the field of federal procurement by supporting Departmental and Agency missions, as well as, developing small businesses to meet the demands of an ever-changing federal procurement landscape.
